Symptoms

Grant period of resources in discount step goes for 2 cycles instead of 1 when setting Resource Validity Period relative end date to 1 accounting cycle.

Steps:
1. Modify OOB Discount Rule DR10%OFF by adding a resource 1000001 async bulk hours to Balance Impact as below:
   Impact/Consume: 1000001, async bulk hours
  Applies to : Event Owner
  Percentage: -100%
  Base Expression: StepC

  Impact
   Start: Immediately
   End: Relative 1 Accounting Cycle

2. Restart ifw, ifw realtime
3. Create an account with "Stardard GSM"
4. Check Balance tab. Got -50 async bulk hours. Click on this resource. Validity shows:
     Valid From:  03-Dec-2010
     Valid To:      03-Feb-2011
