Is it Normal that Only One of the Two Configured SIGTRAN Interfaces is Listed in an ESTABLISHED Connection State (Doc ID 1298282.1)

When using the netstat command, why is only one remote host SIGTRAN connection listed with an ESTABLISHED state, even though two connections have been configured for the remote host?

SIGTRAN: a derived name from signaling transport that uses the Internet Protocol (IP) transport called Stream Control Transmission Protocol (SCTP) to transfer datagrams. It covers a family of specifications that are an extension of the SS7 (Signaling System 7) protocol family.
