The Message Manager Navigator "rims" Process Generates an "Inform-Service-Centre's mw-Status parameter must have between 6 and 16 bits" Error when Relaying Routing Information Between the HLR and SMSC (Doc ID 1298286.1)

Short Messages are failing to be delivered and the Service Logic Controller's (SLC) rims process is generating the following error message:

Aug 9 14:08:28.559965 rims(22114) ERROR: MapTransaction: Inform-Service-Centre's mw-Status parameter must have between 6 and 16 bits (4 actual).

Network snoop traces of the Message Manager service found the following issue was causing the error message to be generated, when Message Manager Navigator (MMN) relays a sendRoutingInfoForSM (SRI-SM) message from the Short Message Server Center (SMSC) to Home Location Register (HLR), while the subscriber has Memory Capacity Exceeded Flag (MCEF) = True on the HLR then MMN is answering back to the originator SMSC with an error (systemFailure-34).

Test scenario:

A-party sends and SMS to B-party, B-party has the flag MCEF set to TRUE on the HLR.

SMSC will send a SRI-SM message to network, MMN relay's it to the HLR and HLR answers in the same TCAP transaction with the SRI-SM_resp and with the InformServiceCenter (mcef=true). MMN receives those messages and answers back to SMSC with an error (systemFailure-34).
