Balance Type Parameter 'Display To Spend Ratio' Rounding Problem.

Symptoms
The parameter 'Display to Spend Ratio' does not work well due to a rounding problem. The value is being rounded down to the whole number. For example value 1.5 is rounded to 1 and value 0.5 is rounded to 0 causing initially reported issue.
This results in:

Incorrect charging due to the rounding down
- Failing calls, SMS's or data connections for balance types that have the 'Display to Spend Ratio' factor set to lower than 1 and this is the only available balance type, in case the value is less than 1, which will be rounded down to 0
Changes
Balance type definition screen (Services->ChargingMax->Wallet Management->edit the desired balance type) has changed and parameter 'Display to Spend Ratio' was set to a number containing a fraction, such as: 0.5, 1.2, 5.9, etc... See below picture:
