Database Objects (RULE SET) In RIB AQ Database Become Invalid

Symptoms
Some of the Database Objects (DBA_OBJECTS) of type RULE SET come up with 'INVALID' status in the Retail Integration Bus Advance Queuing (RIB AQ) database.
This issue is observed in the following scenarios:
A) After cloning of one RIB instance from other instance / environment.
Before cloning they may work fine but after cloning of the RIB AQ database, they come up with invalid objects.
B) Exporting / Importing of RIB AQ schema from one RIB environment to other.
C) After re-installing RIB also, facing the same issue. Below are the steps which are followed:
- Delete RIBAQ User and TAFR hospital (TAFRHOSP) User
- Delete all the oc4j instances
- Re-create All oc4j instances
- Re-create RIBAQ and TAFRHOSP Schema
- Re-install RIB
Full compilation of database packages, types, and synonyms also may not help.
With this invalid rule sets, messages will not get processed and also adapters may tip down.
