ECC Pre-Processing And Post Processing Lead Times Not Honored Making Sugg Order Date Sugg Start Date Sugg Dock Date And Sugg Due Date Inaccurate (Doc ID 1301132.1)

Symptoms

Users are on a new install of 12.0.6 and have applied the latest ASCP CU11 patching level. They are running an ECC constrained plan (270 days/32 weeks) and they notice their Buy items are not honoring the pre-processing nor post processing lead times. Example from Oracle INTERNAL instance:

Item = JMBuy
Org = M1
Pre Processing = 5
Processing = 112
Post Processing = 1

Workbench output for example planned order:
Sugg Order Date = 24-FEB-2011 (anchor date of the plan - should have been 10-MAR-2011 based on start date below and 5 on 2 off calendar and 5 day preprocessing LT)

Sugg Start Date = 17-MAR-2011

Sugg Dock Date = 07-JUL-2010 (appears to be okay for 112 24x7 days as profile MSC: Buy Order Processing Lead Time Calendar = Supplier Calendar - no supplier calendar defined)

Sugg Due Date = 12-JUL-2011 (should have been 08-JUL-2011 with 1 for Post Processing Lead Time)

Things we checked/tried:
------------------
1. All calendars are built to 2016
2. Unconstrained plans do not have this problem
3. Problem occurs if plan option Enforce Purchasing Lead Time Constraints is enabled or disabled
4. Item verified to have valid sourcing rule setup
5. Checked all their calendars and they're either 24x7 or 5 on 2 off
7. This appears to occur for all buy items
8. Overwrite = None for plan option so firm planned orders are not overwritten. However, the planned orders we're working with are not firm


STEPS
-----------------------
1. Run ECC constrained plan
2. Pre/Post processing lead times are not honored
3. Unconstrained plans do not have this issue
