How to resolve intermittent Tomcat service issues?

When using Tomcat 6 as a service, users are getting malformed headings/labels in the login screen, Collaborator Workbench and Workflow Manager.

Expect to see:
User ID
Password

Instead, users are seeing:
TOKEN_0]User ID

or
Business ModelerPasswordProgram/Target

or
User ID
PasswordGet the list of all users

or
User ID
Display FormatPassword


The display is inconsistent. It varies after restarting Tomcat.
It is also intermittent.
Occasionally the problem will go away for a couple of restarts of Tomcat.
Then it will happen again. No idea what the pattern is.


The problem does not happen when running tomcat as batch (instead of as a service).
However, users want to run Tomcat as a service.
