Addition Factor Constant Operator '+' in Will Not Correctly Save in Allocation in PFT (Doc ID 1302175.1)

Symptoms

In PFT, when attempting to save '+' as an Arithmetic constant factor operator in an allocation, the factor will not correctly save and always writes a NULL value to the column FACTOR_OPERATOR_CONSTANT in FSI_M_ALLOCATION_RULE.  Upon opening the allocation again for view or edit, the '*' appears as selected.The other operators '*', '/' and '-' can be saved correctly to the database.



The issue can be reproduced at will with the following steps:
1. Create a new Static Driver allocation
2. Click Operator
3. Choose Type: Constant for Factor Operator
4. Choose + from drop down list of Arithmetic Operator
5. Add a Constant Value
6. Save


==> query the results in FSI_M_ALLOCATION_RULE
