OFSAA FTP Calculation for Instrument Credit / Charge Too High, Not Using Accrual

Symptoms

On Oracle Financial Services Funds Transfer Pricing (FTP) 5.1, the CHARGE_CREDIT_TRATE calculation appears to be too high. It does not appear to be taking the accrual basis into account as expected.

EXPECTED BEHAVIOR
Expect Balance * TP Rate / 100 * Accrual Basis (30/360, etc)

The issue can be reproduced at will with the following steps:
1. Run FTP Standard Process with Transfer Rate and Instrument Charge/Credit (TP) chosen for Calculation Selection
2. Review TRANSFER_RATE and CHARGE_CREDIT_TRATE fields ==> CHARGE_CREDIT_TRATE generated are too high
