Goal

When loading an ACK for a submitted E2b file it is assumed that the value in the <messagedate> tag will be displayed in "Date Acknowledge Initiated" but when users navigate to the Regulatory Reports tab of a case and click on the "View ACK" button (after opening the Report Details for a submitted report) the date presented is often different by several hours.
