Application Keeps Crashing Causing Heap Dumps in the Development Region - Cause: DeleteActivity Business Rule

When attempting to test new business rule configuration, the following error occurs.
Dump Event "systhrow" (00040000) Detail "java/lang/OutOfMemoryError" received
Caused By: Call to loadPlanList failed.
Caused by: java.lang.OutOfMemoryError, CPU Starvation detected.
SystemErr R Exception in thread "LT=3:P=770370:O=0:port=9810" java.lang.OutOfMemoryError
SystemErr R Exception in thread "NotificationServiceDispatcher : 30" java.lang.OutOfMemoryError
The issue can be reproduced in the client environment but not by Oracle development. Client reports the error occurs 10 minutes after rebooting the JVM.
Client modified SQL SELECT used in Business Rule XML.
