Symptoms

Run Purge Plan process and expect that msc_plan_partitions will have free_flag set to 1 (free) for this partition when the process finishes.

Observe that the process does not set the Free_flag = 1 so this partition can be used again, it remains at 2 and partition is therefore used and cannot be re-used when defining a new plan.

Error on save:

there is an error while getting plan id. no free partitions available
