Date Time Format behavior changes around year 2k

Symptoms
Defined a question of type date, using date/time type asl 'MY' and date/time format as 'DMY', length 8. "Data Entry Display Format" is set to Standard, "Data Entry Input Format" is set to European.
When entering dates for that field in RDC Onsite the following behavior is seen.
* 011999 raises a validation error, reason Data Type (Value of 011999 ... is not a valid DATE)
* 012000 raises a validation error, reason Partial Date (Value of 012000 ... is an incomplete date or time)
* 012001 does not raise any validation error
