Removing a MQCPHB group from the device modifies the classification rule

Symptoms
For a bandwidth change, normally a user will unlink the old MQCPHB group & apply the new MQCPHB group, or change roles on the target which effects the same change. Because of this procedure, when the old PHB is removed it amends the classification rule to use class-map names of the MQCPHBs.
The user may then see an error message while applying new a MQCPHB that a particular class-map is in use and the new config is rejected.
