ims-ms Channel Queue building up and Unable to Verify Start of Store Daemon (Doc ID 1305010.1)

Symptoms

Mail stopped dequeuing for the ims-ms channel.  The imta log file showed ims_master failing to start with this error:

[17/Mar/2011:01:48:23 +0530] <hostname> ims_master[5981]:
   General Critical: Unable to verify start of store daemon (stored).
   The store daemon process must be running and the initialization must be finished
   before this process starts. If the store daemon is running, do not restart it;
   wait until it has finished initializing, then start this process again.
   If the store daemon is not running, please start it.

Restarting Messaging Server clears the problem. But it comes back in the middle of the night a few days later.

Changes

The configutil options store.dbtmpdir and local.lockdir were recently changed to point to locations under /tmp as per Messaging Server System Performance and Many Threads Blocked for IO (Doc ID 1301116.1).
