SIP Service Fails To Start If The Admin Server Is Down And Custom Application Router Is Configured (Doc ID 1306298.1)

Information in this document applies to any platform.


When a custom application router (AR) is configured, the sip service (engine tier servers) fail to start if the Admin server is down.
If the Admin server is running, the service starts fine.All servers have Managed Server Independence (MSI) enabled.
Without custom AR the service starts fine if the Admin server is down.
The displayed error message is:

javax.naming.CommunicationException [Root exception is t3://IP_ADDRESS:PORT: Destination unreachable; nested exception is: Connection timed out; No available router to destination]
at weblogic.jndi.internal.ExceptionTranslator.toNamingException(
