pin_rel Returns An ORA Error But Rated EDR Is Loaded Into BRM Database

The problem occurred during loading a rated EDR with pin_rel into BRM database. None of the *.blk.log files contain rejected records (e.g. Total logical records rejected: 0). Also there's no *.blk.bad files.
Pin_rel logs contains information about ORA error in database package ( "PIN30S4.PIN_REL", line 3691).
Despite pin_rel generated an ORA error, rated EDR was loaded into BRM database. When error occurs transaction should roll-back and none of rated records should be loaded into database.
rel.pinlog file contains:
