All Unicode Japanese Characters Converting To Question Marks in Designer Previews

When you have a source file with Japanese characters on it, in Designer the characters are question marks and the preview produces question marks on the output. 

This issue happens despite the Designer > Options > Preferences... > General Tab > Display Double Byte Characters option being checked on.
