Cannot Save New Process Tuning Setting in ALM or FTP 5.2.1

Symptoms
In Oracle Financial Services Asset Liability Management (ALM) or Funds Transfer Pricing (FTP) 5.2.1, you are trying to increase the "Number of Processes" setting in Administration > Tuning Options. After you change the value and click on Save, nothing happens. You see a "Error on Page" message in the lower left corner of the web browser. If you double-click on the warning icon, the following error details appear:Line: 2272

The Process Tuning change is not saved to the FSI_PROCESS_ID_STEP_RUN_OPT table.
Steps to Reproduce:
- Go to Administration > Process Tuning
- Select an Asset | Liability Management rule and click Edit
- Increase the Number of Processes
- Click Save
