Payment Tool Not Working With User Other Than Root (Doc ID 1309059.1)

Symptoms

Payment Tool is not working for a user other than root. The /service/admin_client was extended to /service/admin_client/tes for CSR users and they are not able to log into Payment Tool.

7.2.1 payment tool works with "/service/admin_client/tes -1" (patch 5965656 was already received for this to work).
