Why The err_scratch_pad_item_locked - "Unable to Read or Write ScratchPadItem" ? (Doc ID 1310775.1)

Symptoms

Each time I am creating new account and purchasing product, and I create multiple CDR files with new account and I move all files into pipeline input directory.

I can see on the log file of the pipeline the error message below :

"Unable to Read or Write ScratchPadItem"

Changes

The customer uses the pipeline on Multithread with 4 sections.
