Error: "Failed To Save Data" and "Failed Updating Data For Web PM" When Saving Changes in P6 Web

Symptoms
When attempting to save changes in P6 v8.0 users receive the following error message: "Failed to save data" .
The P6WebAccess.html log shows:
Failed updating data for web pm
com.primavera.guisupport.users.data.UsersDataSaver
com.primavera.bo.remoting.RemoteDataException: Failed saving Users data.
When the P6WebAccess.html logging is set for Debug Mode, you also see the following warning:
Failed upgrading activity views for database
java.lang.NullPointerException
at com.primavera.maintenance.MaintenanceServiceImpl.b(Unknown Source)
at com.primavera.maintenance.MaintenanceServiceImpl.a(Unknown Source)
at com.primavera.maintenance.MaintenanceServiceImpl$1.execute(Unknown Source)
at com.primavera.infr.threadpool.ThreadPoolImpl.run(Unknown Source)
at java.lang.Thread.run(Thread.java:619)
