How to Change One MIME Encoding To Another on Mail Flowing Through The Messaging Server ? (Doc ID 1313159.1)

Goal

How can the MIME content-transfer-encoding (c-t-e) used in an incoming mail message be changed from one method to another ?

For example, the following has been set up in the mappings file to change the incoming quoted-printable c-t-e to base64 :

CHARSET-CONVERSION

  IN-CHAN=*;OUT-CHAN=*;CONVERT Yes
  IN-CHAN=*;OUT-CHAN=*;CONVERT BASE64


but this does not seem to work.
