New User Gets 'User not authorized to access this page' Error Selecting Screens & Top Banner Missing (Doc ID 1313766.1)

Symptoms

In Oracle Financial Services Analytical Applications (OFSAA), when a new user logs in, the user is not able to access any screens.  When they go to a screen like "Operations" > "Batch Maintenance", the following error appears:

javax.servlet.ServletException: ERROR:User not authorized to
access this page.

Please contact your System Administrator for more information.

Also, the banner along the top of the screen is missing.  See a picture of the error here: user_not_auth.jpg.

You can login successfully as "sysadmn" or "sysauth" and open screens.  You only get this behavior for new users.

Steps to Reproduce:

  1. Login as Sysadmn
  2. Go to Administration > Security Management
  3. Create a new user and assign a user group with required roles to the user
  4. Login as the Sysauth user and authorize the user
  5. Attempt to login as the new user

The user gets the error when trying to access all screens.
