New User Gets 'User not authorized to access this page' Error Selecting Screens & Top Banner Missing

In Oracle Financial Services Analytical Applications (OFSAA), when a new user logs in, the user is not able to access any screens. When they go to a screen like "Operations" > "Batch Maintenance", the following error appears:
javax.servlet.ServletException: ERROR:User not authorized to
access this page.
Please contact your System Administrator for more information.
Also, the banner along the top of the screen is missing. See a picture of the error here: user_not_auth.jpg.
You can login successfully as "sysadmn" or "sysauth" and open screens. You only get this behavior for new users.
Steps to Reproduce:
- Login as Sysadmn
- Go to Administration > Security Management
- Create a new user and assign a user group with required roles to the user
- Login as the Sysauth user and authorize the user
- Attempt to login as the new user
The user gets the error when trying to access all screens.
