ALM_BI_TRANSFORMATION Does Note Populate FCT_FCST_INTEREST_RATES and FCT_FCST_EXCHANGE_RATES (Doc ID 1314213.1)

Symptoms

For Oracle Asset Liability Management Analytics (ALM BI) 5.1 with ALM 5.2, you are running the ALM_BI_TRANSFORMATION rule as part of the setup steps.  When you check the tables FCT_FCST_INTEREST_RATES and FCT_FCST_EXCHANGE_RATES, they contain no rows and are empty.  When you review the process results in the FSI_MESSAGE_LOG table, the messages indicate that no rows are inserted into FCT_FCST_INTEREST_RATES and FCT_FCST_EXCHANGE_RATES:

Number of Rows Inserted Into FCT_FCST_INTEREST_RATES:0
Number of Rows Inserted Into FCT_FCST_EXCHANGE_RATES:0

You did run the SCD process for all tables successfully prior to running ALM_BI_TRANSFORMATION.  You also ran your ALM processes with the "Audit" options selected so rows are output to FSI_INTEREST_RATES_AUDIT and FSI_EXCHANGE_RATES_AUDIT.

Steps to Reproduce:
  1. Go to Operations > Batch Maintenance
  2. Create a new Batch
  3. Create a new Task under the Batch with Rule Name = ALM_BI_TRANSFORMATION
  4. Enter parameters for the ALM Process ID and re-run flag (ex. 200162,'Y')
  5. Execute the Batch in Batch Execution
  6. Review the messages for the Batch in FSI_MESSAGE_LOG
