Jobs executed by ops$<user> fails with status SUBMIT_FAILED.

STEPS TO REPRODUCE:
-----------------------------
* Connect to OC
* Go Conduct  > Security > Lock
* Then we select patient/visit/DCI, and submit job and the status of the job is 'submit failed'

There is the same problem for the action 'delete study information'
