Cannot Enter a Negative Rate in an FTP Adjustment Rule (Doc ID 1316280.1)

In Oracle Financial Services Funds Transfer Pricing (FTP), you cannot enter a negative rate in the Adjustment Rule Details screen.  When you enter a negative rate in the parameters, the following message appears on the screen after clicking Apply:

Rate should range between 0 and 999.999999

You expect to be able to enter a negative rate for the adjustment.

Steps to Reproduce:
  1. Go to Funds Transfer Pricing
  2. Go to Assumption Specification > Adjustments
  3. Edit or create an Adjustment Rule
  4. Select Adjustment Type = Liquidity Adjustment, select a product and create a definition.
  5. Select an Adjustment Method = Fixed Rate
  6. Select Reference Term = Original Term and Lookup Method = Interpolation
  7. Enter a term and a rate = -1.0000
  8. Click Apply
The message appears.
