Linking wallets via PI command fails with error "Plugin Failure: BE Server IF error: Could not route be::Protocol::Message to beVWARS." (Doc ID 1316569.1)

Provisioning Interface (PI) commands fail with plugin/routing errors:

CCSCD1=MSW:NACK:105-Could not merge MSISDNs 6422010100 and 6422010102: Internal error: PLUG:Processing Exception: Plugin: Plugin Failure: BE Server IF error: Could not route be::Protocol::Message to beVWARS. no WalletId. voucherNumber. vwarsNumber. or previouly routed message [161986004. call 20];

This example was triggered by attempting to link wallets between accounts. It was also observed that the operation could be performed using the SMS screens but not with the PI command.

The syslog on the SMS can also show a configuration error that points in the right direction:
