How do you set optimizer_features_enable parameter for OC 4.6? (Doc ID 1317662.1)

Goal

The Database has been updated from 9i to 11g and OC application to 4.6.

As per OC 4.6 doc, the optimizer_features_enable parameter should be set to 9.2.0.

But changing this from 11.1.x to 9.2.0 causes bad performance of most of the db queries including data dictionary queries.

What is the reason behind setting this parameter to 9.2.0 and negative side of it if it is set to 11.1.x?
