Validation Procedure Fired Multivates Are Missing From Discrepancy Database

Symptoms
On : 4.6.0 version, Procedures, Discrepancy, DCF's, Mass Changes, Batch Data Load, In & Out of Study
You have encountered a strange behavior where in the Procedure execution log shows 4 discrepancies are created but when you look at the discrepancy table, only 2 are getting created.
This is happening when the Procedure had two question group in the validation procedure with one repeating question group. It look like somehow only the 1st repeat is getting save in the table.
This is only happening in TEST mode.
EXPECTED BEHAVIOR

Expected the system to generate the number of discrepancies in the Discrepancy table as listed in the Procedure validation log file.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define Validation procedure
2. Execute Validation procedure in Test mode
3. Test log shows it has created 4 discrepancies
4. Check discrepancy_entries table and there are only 2 discrepancies listed
