Same Escalation/Reminder Emails Are Sent Out Repeatedly Causing an Email Storm To Some Users (Doc ID 1319912.1)

The same escalation or reminder email is sent to some of the users repeatedly and causing an email storm.

It can be confirmed that the problem is happening by taking either of the below options:
1) Log into Web Client as a problem user and check the Notification Inbox. You can see multiple notifications are being sent out to the same user for the same object.
2) Run SQL like below to check the number of notification sent to the same user for the same object on particular date.
