Incorrectly Decreased Bucket By Multiple Batch Rerating

Symptoms
When rerating is run first time, the usage discount is correctly applied and usage is correctly rated.
When rerating is run second time for the same account, usage is not rated correctly, since bucket is decreased by rerating and therefore customer pays more at the end.
Test Scenario:
Aug 1 - create Billing Account with User and bill day 20
Aug 1 - subscribe Cycle Forward Fee offer
Aug 23 - run final billing
Aug 23 - rate usage
Sept 14 - subscribe Usage Total Discount (50% discount) with start Aug 20;
create rerate request for batch rerating (with start Aug 20)
Aug 23 - run batch rerating from 20/8 twice
