ISSUE:

RDCI Key Change in test mode fails with the following OC errors: 362000 and 285000 trying to execute a RDCI Key Change to move a Patient from a site to another site

STEPS TO REPRODUCE:
------------------------------
* Connect to OC
* Go to Definition > Test Mass Change > RDCI Key Change

BUSINESS IMPACT:
-----------------------
Unable to perform mass changes required by the business.

Dcapi log files show the following error stack:

FetchRdci - -1:Failure returned by database package. FetchRdci - -1:from FetchRdci. pkgDBTxnControl.RollBack - -1:from pkgDBTxnControl.RollBack. FetchRDCI - -1:from FetchRDCI. GetRDCMRelated - -1:ORA-01403: no data found.
