Constrained Decision Rules plan - ECC or EDD - Planned Orders Are Split Even When Lot For Lot Is Checked (Doc ID 1321861.1)

Symptoms

Plan is setup so we get Lot for Lot results and Order splitting profiles are set to No.
Run the plan and see orders are getting split in any case.
Results are changing from plan run to plan run, even if we do not collect data again and even when using Collected Data for start time to prevent resource availability from influencing results.

We are seeing these results if sales orders are past due and even if they are not past due, we see these results.

We have multi-rank sourcing rules like the following:
Make at Org A - rank 1 100%
Transfer from Org B - rank 2 100% (Org B will have item-org Make at rule)

STEPS
--------
1.  Run plan with Decision Rules for Use Alternate Sources and Lot for Lot checked
2.  Also setup MSC%Split% and MSO%Split% profiles = No
But we do not get Lot for Lot results.
