SARM is not sending ASDLs to NEP

Symptoms
Customer started provisioning orders and everything looked OK from a stability point of view. However, there were lots of this messages in the SARM.diag file like the following:

'VMXSPM': State: 0 Pending 2 In Proc 1 Connect 1 Prime 1
>> 101505.893:68: LOW:ASDL Dispatch :4300:sarm/sarm/sarm/nep_driver.c
NE is available.
>> 101505.893:68: LOW:ASDL Dispatch :4425:sarm/sarm/sarm/nep_driver.c
'NE': Cannot dispatch ASDL since all available connections are in use.
