Replace WOs not Provisioned Properly through SARM (Doc ID 1323143.1)

Symptoms

SARM failed to process a large amount of 'REPLACE' work orders, with the following error:

Error: In progress Order:[CDMA 2008112511:11:48110372523] to be released 
not found !! 



And the following messages showed up repeatedly.

Waiting for last batch of work orders (1) to be loaded into SARM.

Problem was observed in the following scenario:

1) Send 200 work orders through JSRP by using runJMSClient. - All work orders are provisioned successfully.
2) Change 'UPDATE' to 'REPLACE' in the CreateOrderByValueRequest.xml file.  
3) Ran the same command as in step 1)  - All WO are not getting provisioned as expected;
