Unable to Initiate a Call During a Certain Time After Control Plan Recompilation

It has been noticed that in version 126.96.36.199 of CCS, the ccsSvcLibrary plugin is not behaving as expected.
After a Control plan compilation, all the call initiated using this call plan will fail, displaying the following error message in the /var/adm/messages log:
slee_acs(21546) WARNING: acsChassisPerformLoad: CCS - no call plan found (CLN 'xxxxxxxxxxxx', CPN 'xxxxxxxxxxxxx')
