User Account Getting Locked Frequently

OC user is being locked at the database. When the user tries to connect the error ORA-28000 is prompted.
This is affecting only one user, but it is quite disrupting, when this happens so frequently - both to the user and the administrators.
* User database password has been changed.
* User has jobs scheduled in OC.
