Category Field Is Not Showing Any List of Values (LOV) In Item View or Supplies and Demands View in Rapid Planning (Doc ID 1325750.1)

Symptoms

ACTUAL BEHAVIOR
---------------
In rapid planning the category field is not showing any entries in the LOV.  All it shows is No rows to display.  This occurs in the Supplies and Demands Advanced Query View as well as the Items view

EXPECTED BEHAVIOR
-----------------------
expect to be able to search on category

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Login to Rapid planning->Click Items--->Search for value in "category field"...

Note that we don't see any value in "Category" field...
