getDLRbyOrder XML API is not returning all DLRs on the order (Doc ID 1327645.1)

Symptoms

Execute inventoryManagementControl:getDlrByOrderKeySyncPControl  (getServiceRequestDLRsValue XML API) deployed with the MSS_SAMPLES code using the following URL

http://<ipaddr>:port/Samples/com/metasolv/api/test/workflow/inventory/GetDlrByOrderKeyTest.jpd and only 1 of the 24 DLRs returned when in contrast the getServiceRequestDLRs_v2 CORBA API returns 24.
