Unable to Run Ledger Load Undo From Command Line ORA-12545 Error (Doc ID 1328392.1)

On Oracle Financial Services Analytical Applications Infrastructure (OFSAAI) 7.2.8 when attempting to run Ledger Load Undo from the command line the following error occurs:

./undo AM_LS_LDTBL_2 10002-05/31/2011 'L'
Warning: iso88951 does not exist.

Rem = 0ClsUSmsConnect::ClsUSmsConnect, Forming Login Info statement

Error Msg :->

ClsUSmsConnect::ClsUSmsConnect, Error, unable to retrieve login information: 4

Error(Oracle Financial Services Application error) (203105) Oracle drv_oci error:

OCI Function: [0] - olon(), orlon()
Oracle Error: [12545] - ORA-12545: Connect failed because target host or object does not exist

Driver Function: drv_oci::Connect()

MB(AttachDB()) Error attaching to database:

Additionally, even after the Ledger Stat Undo Batch is correctly created, the batch still fails with error:

./undo BLCOFSAA_BATCH2 10002-01/31/2011, 'L'
Warning: iso88951 does not exists.

Provide BATCHID PARAMETERS for this application
APPLICATION PARAMETERS: Identity_code1-AsOfDate1:Idenetity_code2-AsOfDate2 Mode

The issue can be reproduced at will with the following steps:
1. From the $FIC_DB_HOME/bin directory execute the following:

./undo AM_LS_LDTBL_2 10002-05/31/2011 'L'
