CCB-MDM Integration - Billing over SA rate break results in incorrect rate used on bill calc headers

When SA Type / Rate Selection Date = Accounting Date and a bill segment crosses two effective rate schedules, both bill calc headers use the same rate schedule. This is not correct, as each bill calc header should be subject to the correct rate schedule as described by the effective date on the service agreement. What is the cause of this?
