ORA-01426: Numeric Overflow While Meter Read Is Being Added

Symptoms
When A Meter Configuration has a validation of Calculate Consumption and the DEFAULTDECIMALS field is set to 0 or 1, and a read is added for 1 hour, the following error occurs.

ORA-01426: numeric overflow
Steps to Reproduce
The issue can be reproduced at will with the following steps:
- Meter Configuration should have a validation group with Calculate Consumption.
- Set the Meter Configuration's DEFAULTDECIMALS field to 0 or 1
- Create a Meter Read for the Logical Meter and make sure that the STOPREADTIME and STARTREADTIME difference will be 1 hour only, and STOPVAL to STARTVAL difference is greater than 0.
- Upon saving the read, error will be encountered.
