ccsVoucher Displaying: "Could not open the lock file, reason: 'Permission denied'." upon Execution (Doc ID 1330576.1)

The ccsVoucher command line tool allow user to run several binary scripts like (ccsVoucher, ccsVoucher_CCS1, ccsVoucherCCS_3) to create, alter, activate, cancel, and clean up a defined range of vouchers in command line on the Service Management System (SMS) server.

It may happen that when executing one of these commands the following error is encountered and the following will be logged:

Jun 16 11:08:27.235003 ccsVoucher(17156) ERROR: Could not open the lock file, reason: 'Permission denied'.
