Update_and_reauthorize Opcode Does Not Send Quantity As Cumulative Quantity In Case Of Free Call (Doc ID 1332971.1)

Goal

If an authorization request is fired for 180 seconds for a free call (0 bal impact for any resource), then BRM does not create a reservation object. Now if an update_and_reauthorize request is fired, then BRM authorizes for180 seconds but does not send cumulative quantity of 360 in the output, but sends only the quantity that is authorized in update request (180 in this case) in PIN_FLD_QUANTITY.

Expected result :
BRM should send cumulative quantity in all the cases

Actual result
BRM is sending only quantity authorized in update request for free calls
