No Certification Notifications Since Upgrading To 5.2.1

Since upgrading to iLearning 5.2.1, no certification reminders or expiration notices have been emailed out.

Note 1: Other email functions are working correctly.

Note 2: In iLearning 5.0, certification notices were managed by a cron job which executed a script called
This script doesn't seem to be provided for 5.2.1 or mentioned in the 5.2.1 installation documentation.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1. Make sure Certification Notifications are enabled (under Site Features)
  2. Create an offering with certification enabled.
  3. Enroll a user into the certification offering.

If the user does not complete the offering, reminder and/or expired  certification notices should be emailed to the user at the specified intervals.
