EGRC 8.6.x: Cannot Remove End Date In E-Business Application for Newly Activated Responsibilities (Doc ID 1334853.1)

On version 8.6.0.240 in Application Active Controls Governor (AACG)
When using Prevention functionality, the Poll program runs, but the end date is not removed from the responsibility even if the responsibility has no conflicts. However, the Conflict Analysis program is run successfully and the Poll program is run successfully. Also the requests are approved in the AACG application for approval for some users and not for others.

EXPECTED BEHAVIOR

Expect behavior is to be able to log in to AACG and approve the pending requests for the responsibility assignment and to remove the end date on the
responsibility by running the Poll program.

STEPS TO REPRODUCE:

The issue can be reproduced at will with the following steps:
1. Create an approval required policy with two responsibilities in AACG.
Example "System Administration" and "Application Developer" and activate it.
2. Go to EBS instance and to the user the responsibilities you created.
Example system administrator and add Application Developer responsibility.
3. The application puts an end date for the responsibility.
4, Click on Actions and navigate to screen where you can remove end date and
click on Initiate Conflict Analysis.
5, This shows a prompt saying "AACG CA..." submitted.
6. Navigate to "User Provisioning" the requests are approved in AACG
7. Run Concurrent request for user provisioning polling in the EBS to remove
the END DATE, but the end is not removed

BUSINESS IMPACT:

Due to this issue the User Provisioning module of the AACG application is
unusable to provision users in EBS application.
