Frm-92100 Is Raised While Updating A Discrepancy Comment Text

Symptoms
Upon attempting to edit a discrepancy comment in multi-view mode, an error message is thrown.
ERROR MESSAGES: FRM-92100
"java.lang.StringIndexOutOfBoundsException: String index out of range: 16"
STEPS TO REPRODUCE:
------------------------------
* Connect to OC
* Go to Conduct > Data Validation > Discrepancy Database.
* Execute query.
* Focus on the first record retrieved
* Go to Comment, then Control+E.
* Update the comment, make sure in the text entered has multiple lines (Line Feed CHR(10)))
* Save.
* Go to the same Comment field, , then Control+E.
* Remove all the text, and add a new one. Click OK -----> FRM-92100
When the issue is reproduced the error FRM-92100 may not always be displayed, instead the application seems to hang and the java console displays the error
"java.lang.StringIndexOutOfBoundsException: String index out of range: 16"
