Muti-byte Characters (Japanese, Chinese, Korean, Russian) Are Displayed As Garbled Question Marks (¿)

Symptoms

When logging into Agile client with user that has language preference set to multi-byte character languages (i.e.  Japanese, Chinese, Korean and Russian), characters shows upside down question marks (¿)).  Unable to read some of the menu.
