Inconsistent Billed Amount If PIN_REL And PIN_BILL_ACCTS Are Executed Concurrently (Doc ID 1335974.1)

Symptoms

In a scenario where the usages are loaded while bill run is running in parallel, the item total will be inconsistent with the current_total for that month’s bill.

Tested for the following scenario and the results is listed below:
- 1st Bill (not exactly first bill, but first of the series of testing. Hence the outstanding of RM4015.15)
- Loaded RM1050 worth of usages (before bill run)
- Loaded RM1050 worth of usages during bill run
- Tax is calculated as RM126
- Recurring charge is RM149
- Previous Month Charge (Outstanding) is RM4015.15

Expected Current Month Charge: RM 2375
Expected Total Due: RM 6390.15

Actual Current Month Charge: RM 2196
Actual Total Due: RM 6211.15

Difference = RM 179

2nd Bill
- Loaded RM1050 worth of usages during bill run
- Tax is calculated as RM63
- Recurring Charge is RM 149

Expected Outstanding Amount: RM 6390.15 (missing RM 179 should be added to the RM 6211.15)
Expected Current Month Charge: RM 1262
Expected Total Due: RM 7652.15

Actual Outstanding: RM 6390.15 (missing RM179 is added to the RM 6211.15)
Actual Current Month Charge: RM 212
Actual Total Due: RM 6602.15

Difference: RM 1050

3rd Bill
- No usages loaded
- Recurring Charge is RM 149

Expected Outstanding Amount: RM 7652.15 (missing RM 1050 should be added to the RM 6602.15)
Expected Current Month Charge: RM 149
Expected Total Due: RM 7801.15

Actual Outstanding: RM 6602.15 (missing RM 1050 is NOT added)
Actual Current Month Charge: RM 149
Actual Total Due: RM 6751.15

Missing Revenue: RM1050
